and electronic format. Replaced By-Laws and Resolutions with a structured written organizational
policy and procedures manual. Implemented a computerized accounting, work order and time
card system. Negotiated franchise and service agreements with various municipalities. Directed
the upgrading of phone and Windows based data processing systems. Implemented record
management system. Created web site (www.waterpro.net). Responsible for media information
dissemination and litigation direction.
CONTROLLER - Magna Water Company, An Improvement District
Performed a variety of professional, administrative and supervisory duties related to planning,
organizing, controlling, developing and coordinating the implementation and monitoring of District
accounting, management information and financial systems. Performed investment activities in
accordance with state approved policies and procedures. Managed investments as needed to
accommodate cash flow requirements. Coordinated District budget process. Implemented a
structured written policy and procedures manual.
PROGRAMING MANAGER / SYSTEMS ANALYST - QualiSoft, Inc.
Supervised the design, coding and support for custom application software for IBM System 36
mini computers in municipal and commercial settings. Designed charts of accounts and provided
General Ledger, Accounts Payable, Accounts Receivable and Payroll support to clients. Sold,
installed and upgraded IBM System 36/AS400 computer systems and peripherals.
